I want to know if spell penetration is usefull for survival hunter in pvp or pve? And wich is the cap?

not needed for pve. most of surv's damage is magic (nature of some kind) and a lot of classes carry up to 200 spell resistance. So 3 +50 gems and the +70 cloak enchant are used to maximize dps (by passing their resistances) - unfortunately spell pen still does not effect traps being resisted - if you have your second tier talent to reduce disengage though, you're pretty well in the clear anyway.
